The U.S. Constitution requires an accurate count of the nation’s population every ten years, and uses this data to ensure equal representation and equal access to important governmental and private sector resources for all Americans. Young children are undercounted at higher rates than any other age group – and the undercount is getting worse. This fact sheet examines the reasons for this, and identifies the cost to communities of this undercount, by program.
