On Friday, October 2, the Census Bureau announced that the comment period for the
proposed residence rule was extended until November 2.
You can find all the resources being developed to oppose this rule at
Handsoffourcens.us and censusroadmap.org/2026-residence-rule/.
Early next week the Coalition on Human Needs will release two sign on letters that you
can join, one on the impact on young children and one on the impact of the requirement
of residence documentation using tax files on low income children and families. You can
join these or use these as templates for your own comments. CHN will also release a
longer analysis of the tax documentation provision.
We will be discussing a draft of the young child impact comments on our Count All Kids
call Monday, October 5 at 2 pm eastern, and hope you can suggest additional ways in
which the rule would impact young children. To join that call, email Debbie Stein at
dstein@chn.org or Joe Battistelli at jbattistelli@chn.org. The draft will be circulated
Monday morning.
The Census Bureau has also announced that there will be an opportunity to comment
on qualitative communications research for the 2030 Census, which will be announced
October 5 and have a 30 day comment period. We will post an analysis of this comment
opportunity and a template or sign on comment once we have reviewed it.
